The document was signed by Mr. Abdullah Umar, Branch Manager of Tanjung Perak Port, Indonesia Port Corporation III and by Mr. Antonio Jose B. Elumir, Jr., General Manager of Cebu Port Authority.

management in Japan, but do you have any suggestions for developing countries?
(Millington) A most interesting trend throughout the Asia-Pacific region has been the growing importance of small/medium-sized ports and of feeder services. Ships are becoming bigger, and so can・t enter all ports. This leads to an increased need for feeder services, surely a positive development for INAP members.

・Q&A: Q1: (Tanno) What is the status of relations between local government
and the Port of Tanjung Perak, which I have heard are close? What economic synergy exists for the promotion of trade and the stimulation of the local economy? How will the role of the Port of Tanjung Perak change in the future?
(Zaini:) The Port of Tanjung Perak tries to keep a close relationship with the government and is invited to discussions with local government with regard to improving trade in East Java - this is a form of practical synergy. The Port of Tanjung Perak also encourages information coordinated by the local government about port facilities and development - this information is issued to other companies etc. We hope that close relations between the Port and the government will continue to increase.

:Opportunities and Challenges for Qingdao Port in the Process of Economic Globalization; - Mr. Chang de Chuan, Port Director of Qingdao Port Authority

Q&A: Q1: (Takeuchi) I think you have a good understanding of consideration for the environment in operating the port, but what does Qingdao Port Authority think of the relationship between the economy and the environment? I have a suggestion relating to the economy-environment relationship. Why doesn・t the Qingdao Port Authority give guidance to factories located close to the port on the issue of the environment? Please give me your opinion on this matter.
(Chang Dechuan) In port development, economic and environmental considerations have equal priority. In economic development, all of us are taking the environment seriously, not just production. However, unfortunately, our work can be the source of pollution. For example, we handle oil etc. In the future, Qingdao Port intends to increase the amount of cargo that it handles, and at the same time we intend to tackle environmental issues. Also, we think that a good environment makes for efficiency. Qingdao is making the utmost efforts to achieve a green port.
Q2: (Inoue) In your presentation, you explained that the strategy for Qingdao port development was to handle 4 major items of cargo. I understand that this strategy has brought about the development of Qingdao Port. Following the accession of China to the WTO, what kind of changes will there be to your strategies, including this one? Please give me your opinion.
(Chang Dechuan) Thank you for your very interesting question. The 4 cargo items you talk of account for 80% of the cargo handled by Qingdao Port. China・s accession to the WTO will no doubt bring new challenges and opportunities. For example, one challenge for Qingdao Port will be the rapid increase in trade volume in all major types of cargo. Companies using Qingdao as a relay point will increase, as will companies carrying out business in Qingdao. We are concentrating on trade with Japan in particular. New technology, products, daily foods etc. are being exported from China to Japan. WTO membership will increase exchanges between our 2 countries and between the ports of Qingdao and Kochi.
Q3: (Cruz) Thank you for your very interesting presentation. You say that the image of Qingdao will change after 5 years and you hope to be North China・s biggest shipping port. In that event, what would be the role of Qingdao in feeder ports, in encouraging the development of smaller ports, and how would it view the issues of globalization raised by Mr. Millington this morning?
(Chang Dechuan) Our cargo handling targets in 5 years time are more than 120 million tons, and more than 7 milllion TEU for containers. Therefore new technology and facilities are necessary. We hope that investors and companies will come to Qingdao in the future. Qingdao places great importance on relations with other ports. We all have a different pace of development, but we make no distinction according to size. We wish to promote economic development and mutual exchange. I would like to take this opportunity to wish for the mutual development of our 5 countries and 6 ports.

・Q&A: Q1: (Nakayama) The Port of Subic Bay and Kochi Port are both facing
the Pacific Ocean, are young ports, and share many points in common. In the future, in line with economic globalization, competition between ports will surely intensify. It is very beneficial to expand business in the free trade zone. At the same time, our ports will be in competition with larger ports. In order to develop alongside large ports, what strategies are the Port of Subic Bay going to take?
(Mamon) We would like to go the way of Mr. Millington・s statement this morning - we cannot compete on a big scale, but will act as a feeder site and link up with other ports.

・Q&A: Q1: (Ishimoto) What activities is Cebu Port, as a new member of INAP, planning? Both the Port of Cebu and the Port of Kochi are new
organizations, and what do you think is the significance of taking part in such international organizations as INAP?
(Elumir) We are very happy to be invited as a member of INAP and we commit ourselves to actively participate in the activities of INAP. What we intend to do first as a member is look into the possibility of working together on matters of mutual interest. Also, I would like to say that the vision of INAP to promote a friendly, peaceful and harmonious world is a very noble vision. Economic and business interactions are just a vehicle for this kind of vision. As a developing country we would like to develop but not forget our social responsibilities. There are other organizations we could join, but INAP seems to be a different kind of organization - it goes beyond economic aspirations to social visions.
